Why do web addresses in the United Kingdom use .co.uk whereas other countries just use .xx?

What does the .co. stand for?

Update:

So far people don't seem to understand the question. Examples of German websites: amazon.de, google.de. French websites: amazon.fr, google.fr. But british: amazon.co.uk, google.co.uk. There is no amazon.uk or google.uk. And there is no amazon.co.de.

Why?
