If one toilet works fine, unless they are on a seperate vent system, Im inclinde to believe that the other may have something stuck inside the toilet, in which you would then have to remove the toilet completely and visually inspect it. You may also want to try a plumbers snake to see if that works. The only other thing that may be casuing it, could be something in the drain itself from the toilet to the main drain. Then I would remove the toilet and run a snake down the drain.

First check the vent line for birds or bees nests. Then snake the drain line. See if that works. I remember years ago my mamaw's toilet did the same thing. we snaked it then took it outside and washed it out with a garden hose. Finally we couldn't get whatever it was out of it so we smashed it and there was a dime that was flapping whenever the water was running through it so it wouldn't flush or would run slow. If both of your toilets are running on the same line then there's a chance your one doesn't have a vent. If it doesn't then you need to put one on.

check your air pipe that runs outside to see if a bird made a nest in it or if it is plugged, that would make it go slow, or you have something in the toilet that has it plugged and you have to pull it off,

Worse contains worse p.c.. up a bathroom wax ring, pull the rest room and get rid of the "component" a million. close off and disconnect the water furnish. 2. Siphon the bowl and if necessary the tank. 3. get rid of the nuts on the bottom of the rest room and pull it. you need to discover what's stuck in the bottom.
