How do I remove a milky film from inside an antique canning jar?

I've tried removing the film with vinegar and a lime remover, neither had any effect.

Vinegar is a good bet. But if it isn't working, try TSP.

Use a denture cleaning solution--the kind you drop into water like alka-seltzer. Your jar is probably coated with mineral deposits and denture cleaner will remove those. It may take more than one treatment. Rinse very thoroughly and let the jar air-dry.

Denture cleaner also cleans thermos bottles and vases that have films and stains in them.

umm, probably try both Acetone or an alcohol. Have you tried letting it soak in hot soapy water and then scrubbing it?
