We use phpBB and Godaddy.com's free hosting (allowing them to run a banner add, non-intrusive) on Linux servers. We were already customers so you might have to buy a domain from them first (cheap!).
phpBB's documentation, I feel, makes setup easy enough for nearly everyone that has a reasonable understanding of how sites are hosted.
