Make sure your hair is softened and your pores are open - the easiest way to do that is to shower first and then shave, or better yet, shave while still in the shower. Warm up the shaving cream in your hands first, and let it sit on your face for a while, so the hairs are soft and insulated a bit. Then, using a sharp safety razor (Use a razor that has two or more blades and an aloe strip; try not to use a blade for more than three or four shaves if your hair is coarse or thick - the Gilette Fusion has an indicator strip if you can't tell), shave *with* the grain of your hair. It can be difficult, especially since the hair under the jawline tends to whorl a bit, but you get the hang of it.
Rinse the blade after every stroke or two, depending on how clogged the razor is. Go lightly and slowly. Try to avoid a shaving situation where you'll get goosebumps or have to shave over acne: keep the bathroom door closed to keep the steam from the shower in, and use an over-the-counter 2% salicylic acid treatment if you have acne, at a different time than when you shave (before bed, for instance).
When you're done, use a moisturizing aftershave and a styptic pencil if there are any cuts.
If changes to your shaving and/or skincare regimen don't help, maybe you should try an electric razor.
Good luck!

try using electric shaver, it might take a few shaves to get used to it, but its the best, gives clean and close shave, no water, no cream, reduced burning. no cuts as well
