What is the penalty under HIPAA for a nurse providing Med. Records w/o permission to 3rd party?

Local nurse sent patients med. records to state government agency without patients permission causing unnecessary problems for patient. She got 30 days off without pay, but as I understand the HIPAA laws this is a Civil Rights Violation.?????

    $25,000 for multiple violations in the same year,

    $250,000 and/or up to 10 years imprisonment for knowingly misusing a person's protected health information.

    She should have her license revoked. This is totally wrong and she had no right to do that. 30 days without pay?????big deal. She should loose her job as well. This is appalling to me. Has she never heard of the words "PATIENTS BILL OF RIGHTS AND PRIVACY" She needs to be reported to the Board of Nursing.
