If you wanna work in a hotel, then France for sure... France is a better place then Canada anytime...

To immigrate to Canada, you must first fill out an eligability survey. If you qualify, then you must obtain a Permenant Residence card. There is much more info available at the website posted below.
I could not quickly find such an informative site for migration to France...good luck with that.

Depending where you are now. I believe it is easier to go to Canada. Start with contacting the Canadian Embassy and ask what the requirements are for immigration.
