October or May. October is when the fall foliage is at it's peak. http://philadelphia.about.com/cs/nature/l/aa101800...
"Philadelphia can get unbearably humid in the summer and freezing cold in the winter, making spring and fall, which are generally characterized by warm days and cool nights, the best time to visit the city." http://www.wegoplaces.com/WeGoPlaces/UserInterface...

That's about right. It's about 90* out there right now, and two weeks ago it was topping out over 100*. I'm sure this weather will continue through August too, as next week is definitely another heat wave.
You could always get lucky, and make it here in some good weather, but April, May and the beginning of June, and September and October are normally pretty comfortable. It typically doesn't snow like hell here until February, but it'll be plenty cold before then. The humidity is crazy too...stick to the fall, then make a trip out of it and hit the Poconos to watch the leaves change.

It depends. If you like nice weather, go there in May or September. If you like snow, go there in winter.
