SpeedStep not working?

I have a Compaq Presario 2500 Notebook computer. It has a Pentium 4 CPU. For some reason I cant have the machine slow down to save power and reduce Fan speed. It always runs at 2GHz. Power options dont give any option to enable / disable SpeedStep. Is there any driver / SW I need. I thought Windows XP already had this feature built in? Any help is appreciated.

    Maybe it is working but you might not notice it, but for my Pentium 4, SpeedStep only drops my CPU speed from 3.0GHz to 2.8GHz by downgrading the multiplier from x15 to x14, I don't think it will save me that much energy but i'm glad it's there.

    But for your case, go get this program called CPU-Z, it will show you the multipliers instantly and what is the current speed of your system as it changes.
