I don't understand that, either. If Cuba is on the verge of finally ending communism, I would think Cubans would no longer get preferential treatment in immigrating to the US. Now is the time for them to stay home and put their country together properly! Not encourage them to leave!

I think he is thinking of if Castro dies and that situation goes south. I think he is also then planning to take a harder line against those who come illegally by boat. I think the relaxation is going to be for family members of those already here, and it is an asylum issue, rather than normal immigration.
