This may not be what you're after, but several universities have set up campuses in Qatar (http://en.wikipedia.org/wiki/Qatar). I know that Carnegie Mellon University is looking for tech support people over there. Qatar is a small country and I've heard working there is kind of dull, but it's mostly safe - much safer than Iraq.

(if that doesn't work, go to www.cmu.edu and select the link for Careers at Carnegie Mellon, then search for jobs in Doha, Qatar). There are several other American universities with branches there as well. I think Texas A&M is one, as well as Georgetown and Cornell. You can probably use google to find out which ones and then check their job openings.
