Can they fly inside towns and cities like to be used for regular transportation as far as if you can spot big places were you could land?
Could they be used for advertising (banners atached on their tails like cessnas do?
Is there practically no risk to get an accident and drop from the sky if the rotor fails because they can be operated like hangliders?

FAR Part 103 Ultralight Vehicles

- No person may operate an ultralight vehicle except between the hours of sunrise and sunset.
- Notwithstanding any other section pertaining to airman certification operators of ultralight vehicles are not required to meet any aeronautical knowledge, age, or experience requirements to operate those vehicles or to have airman or medical certificates.
- No person may operate an ultralight vehicle over any congested area of a city, town or settlement, or over any open air assembly of persons.

Ultralight aircraft in the USA are covered under Federal Aviation Regulations (FAR) part 103. You do not need a license to fly an ultralight, but some training is a good idea. They may not be used for any commercial purpose, or operated over residential areas or crowds of people.
