As soon as he is single, if he feels the same way you do then why wait until someone else snaps him away from you. You have nothing to loose and everything to gain so go for it and good luck girl.

I would wait until after the relationship is done and over. Be a friend for a bit because if you automatically jump into a relationship - do you really want to be the rebound? But do make your feelings known but insist that if he wants to continue further that you two take it slow.

I would make my interrest known but not rally get involved until the ex is totally out of the picture...talk to hima day or two latr..and just hang out have coffee or something.
