Washington State on the West Coast, is where our first President, George Washington, lived in the town of Mount Vernon.
Washington D.C. is named after George Washington as well, but on the East Coast, is a city IN "The District of Columbia". ("The Federal district occupied entirely by the city of Washington; chosen by George Washington as the site of the nation's capital and created out of land ceded by Maryland and Virginia")
Washington D.C. was conceived around 1783 to be a "Federal Town", or our "Seat of Government".

"District of Columbia" refers to the above described Federal Town being a district OF Columbia, or The United States as we know it today. Columbia refers to the territory back then and is named after Christopher Columbus.

It's a bit like how there are 150 villages and towns in Britain called Newton (seriously) but on a much larger scale. It's probably a case of the people on the west coast thinking "we'll name the area after our proud, glorious president George Washington" and those on the east coast thinking the same thing at the same time.

One is a state one is a federal district designed in the constitution....(we generally call the later "DC" or "The district") - washington was the father of this country, so he gets lots of props with his name on things.

Washington dc(dc-district of columbia) is only a city, the capital city. Named after george washington(obviously)
Washington state is also named after george washington(again, obviously). I guess they just wanted to honor him again.
Believe me, from an american-its annoying to always have to say "washington state", most of the time we just say "DC" for the city.
