Not sure what you mean by "b" segment cars. The impact however is nil.
The problems with cng and lpg are the cost to produce and the reduced power (compared to gasoline) from burning them. It is NOT an oil company conspiracy or something that can be solved with mass production, but simple chemical properties.
Yes, we can double (or more) the cost of our fuels to get something that will burn about 1 % cleaner, get worse mileage, and produce less power, or we can stay with gasoline/diesel.
The choice is clear.
