the arab civilisation won most wars as compared to any other civilisation.the uncivilised usa shamelessly lost most of its wars even with the weakest,poorest,and smallest countries like veitnam,korea,somalia.iran in 79,and now loosing like hell in AFGHANISTAN and IRAQ.if you dont belive,read the history of the world deeply.

I would say Rome on both counts by virtue of sheer longevity as a state in one form or another.
