yes.
turning off the monitor will not affect ANYTHING and you can always turn it back on.
ever played video games as a kid and had to pause for dinner, and turned off the tv? =)

Yes, turning off the monitor will not affect the way windows works.
Using an application while Scandisk is running causes the scan to re-start itself.

Yes u can at any time u like and the computer will continue to work. The only function of the monitor is to display what it is doing or has done so that u can see it.
