All this time the "balls" may have been tucked into the dog's body where they could not be seen. Because of the female gender dominance, if your dog does have balls they are unusable (aka do not produce the male gamates) Otherwise, if this does not seem likely, you may want to check with the vet as it might be a more serious problem.
