Torn Notebook Paper

The operative word which I learned from the Florida version of the 2004 presidential election is chads, specifically hanging chads.

These are the little scraps of paper that hang off of the ballot after the voter has punched the voting card.

There is a word for these scraps. I don't know what it is, but I do remember that there is a word. My husband calls them "paper shnipples". I had never heard that before, but since we've been married I have heard at least one other person use that term. Probably depends on what part of the country you are from! (I am in the Midwest)
