When i turn on cold water in any spigot i get a rush of very hot water?

I have checked that the water lines to the heater are correct-they are. I talked to the previous homeowner and he stated that there was never a problem in the past. Prior to buying the house the water heater was turned off for about 2 months. Additionally, i do not get very hot water. the temp is on its highest setting. What is my problem here?

    Sounds like the hot water is backing into the cold water line. The cause may be a thermostat that lets the water heat and expand into the cold water feed. The relief valve needs to be checkee also, as thats what it's job is, to relieve the pressure build up. It is also good to install a check valve on the cold water inlet, this prevents back up.

    Have you checked to see if your water lines cross over your hot air ducks or heater anywhere. This would heat the standing cold water in the line till it was cooled off again by the flow of new colder water.

    that last answer sounds good, first I would set the thermastat back down to a more normal setting, @130 degrees or so
