Ok now for the meaning, there's nothing wrong , but, since there's (Not Only) in the sentence, then u have to start the sentence with it ..
it just a simple English grammer rule ..
Not only + (auxiliary verbs) + the noun + verb in infinitive form , But ... + the rest of the sentence
note : you have to use the verb in the infinitive form, so u have to omit the s, and use the auxiliary verb (does in this case) + inf. verb
so the sentence would be rephrased as :
Not only does health management apply to sick people, but to all people whether they are healthy, semi-health or sick.
