If you can keep your usage low (emergencies only),T-Mobile prepaid should fit the bill perfectly. A $100 refill gets you 1000 minutes ($0.10/min) with a one year expiration, but you can roll over those minutes when you refill. Even if you managed to use 2000 minutes over the course of the year (over 160 min/month), it would cost about $200 + the cost of the phone for the entire year. Way cheaper than the usual $40+/month that a postpaid plan will run you.

Also, T-Mobile has good coverage in most of the major metropolitan areas, although probably not as good as Verizon. Cingular prepaid costs a bit more ($1 daily usage charge for their $0.10/min plan) but offers free mobile-to-mobile minutes, which could be useful if your sister and you both get a Cingular phone. Like TMO, Cingular will roll over your minutes when you refill. The per-minute costs for Virgin, Boost, and TracFone run higher so I wouldn't recommend those. Verizon has the best coverage and a lot of features, but you're looking at spending a minimum of $30/month even on the inPulse plan ($1 daily surcharge regardless of usage).

Well... I would say T-mobile pay as you go would be the cheapest way to go but I have a tmobile phone and service is terrible because I am always dropping calls. My dad has a cingular go phone and service is great but it is a little more expensive. These are pay as you go plans. But if you wanted to get a non pay as you go tmobile is cheaper but droppes calles and cingular is a little more but great service. It doesn't make a difference if you use it only for emergencies because there is no emergency only phone with a plan and for pay as you go you need minutes to keep the phone active.

Verizon have a cheep er and better networking.

All that I know is that Nextel/Sprint is the most expensive!
