Chileans pronounce it peen-oh-CHAY (hard "ch"). It's Gallic in origin, but is a fairly common Chilean name.
Americans pronounce it peen-oh-SHAY, thinking of it as a French name.
Some pronounce it peen-oh-SHET, in an attempt to read a Spanish word as an English word.

I’m going to assume you are referring to one Augusto José Ramón Pinochet Ugarte. Deceased former Dictator of Chili.
And I believe the correct pronunciation of “Pinochet” is “Pen-Oh-Shay”.

I think it's a short e with the t sounded at the end. It really doesn't matter any more.
