Dikembe Mutumbo for sure...he is one the best shotblockers in the league...others use(d) their merely height to block shots, but Dikember uses timing, positioning, switching on the pick/screen, he blocks the shot whenever he wants...the others just swing their arms infront of the offensive player and hit the ball...
others would be Dwyane Wade (averaging 1.2 blocks per game this year) and Gerald Wallace (averaged 2.1 blocks per game last season)....both of those guys are guards (Gerald is a Guard/Forward)
and the future best shot blocker would have to be Emeka Okafor, uses the same techniques used by Dikembe (even wears number 55 as a tribute to Dikembe)

All of those guys are great, Id say personally the best to me is Mourning, but you should also give as options Ben Wallace and Dennis Rodman

Others on your list might include Wilt, Bill Russell, Jabbar, Artis Gilmore, Elmore Smith. These guys are overlooked as they didn't start keeping Block Shots until the early 1970's.
I'll go with Bill Russell as #1
