PARENTS GAVE LEGAL CUSTODY TO AN AUNT AND THE CHILD IS NOT TREATED FAIRLY WITH THAT AUNT, ANOTHER AUNT WANTS TO TAKE CUSTODY OF HER BECAUSE THE CHILD IS NOT SAFE AT HER OTHER AUNTS HOUSE.

if the child is being harmed, then you should contact the authorities. beyond that, the child will be 18 within a year and any legal process might take 6 months or so, so you might just wait.

with the amount of time it would take to bring about a legal guardian change, the kid will probably be 18 and can move out on his own anyways. you would have to prove the other aunt to be an unfit guardian for starters. call social services.

Parents can use same method as in first custody transfer for a new (second) one... what's the problem? Only the parents can assign custody... in ANY state, unless CPS gets involved... Then NOBODY is safe...
