Why am I receiving bogus search results so frequently?
Lately I have been receiving very annoying search results. They lead to sites that have absolutely nothing to do with what I was looking for, but they contain the phrase I've searched for in very odd places on the page.
I suspect that there are some very selfish and imprudent entrepreneurs that have found a way to take advantage of meta tags. It's absolutely annoying and is preventing me from obtaining the information I need.
What is this phenomenon? How can I avoid it?

You're right, this phenomena is very annoying. It is possible to avoid it, but it also depends on what type of information you are looking for.
* Pay attention to the root website name of the search results. If the name of the website, if it doesn't seem obviously associated with the topic then that's a clue. Example: think twice about visiting sites that have unrecognizable names.
* Pay attention to the rest of the website address. If you see your search terms (or a variation on them) in the website address then it's probably one of those annoying websites without information.
* Trust .gov, .mil, and other government assigned sites. Governmental organizations have strict rules about what they push online.
* Try using advanced search terms and commands in whatever search engine you're using. Google, for example, has a whole list of advanced search operators that can be very useful (http://www.google.com/help/operators.html). Yahoo also allows for search operators (http://help.yahoo.com/help/us/ysearch/tips/tips-03... Others will too, check out their help sections for tips on searching by file type, website, or whatever.
* Search the deep web. Think of the internet like an iceberg in the ocean. Part of the iceberg is visible above water, but the rest (and largest part) is hidden below in the depths of the ocean. Search engines see the top part; the rest is contained in online databases and folders. To find these databases you'll want to open up your search by searching on the topic or general area of interest. Type your topic into a search engine and include the word "database" and see what you find.
