You should never nurse them before bed at this age. Nursing before bed can cause tooth decay, so this is definitely a habit you need to break soon.
Offer him a sippy cup with water before bed. For the first few nights, let him sit on your lap and drink it so he's still getting that comfort from you but he's drinking from a cup instead. After a few nights, let him drink it in bed. He might get upset a few times, but you just need to be persistent.

At this age, you'll just have to pick a time and then stop and stick to it. He will probably react at bedtime, but as long as you don't cave in and start a new bedtime routine, he'll learn. would probably be a good idea to get dad (if this is possible) to help with putting down at nite so child isn't always associating bed with you and "the boob".

switch one feeding a day at a time. my son's most importnat time was right when we got home from work and daycare and hed missed me all day. then i'd start sitting him in the same position, pulling up my shirt enough so that he could feel my stomach skin and gave him a cup (NOT A BOTTLE!) of milk. i held him as if i were nursing. slowly he started moving a way a bit and then helping to hold the cup, and then didnt want to sit with me at all! =( it was sad at first. haha. after he liked the cup he was fine with snuggling and having a cup after daycare

Establish a different routine. Cuddle him and read instead. After few days he will get used to it. Is the bedtime the only time he nurses?

I would have my husband put my child to sleep. It took less than a week for my child to adjust. He cried the first three nights and then he just fell asleep. It was less frustrating when he didn't see me during bed time.
