HP software is not very good. i have a 4100 and i had to load it a couple times. make sure the cable isnt connected too early to the printer or that the printer is turned on at the proper time. follow the instructions exactly, they arent user friendly during setup.

First install a HP Photosmart 3100 All-in-One Setup And Then
When the Setup Call u To Connect the Devic then connect it It Well work
