You don't have to reinstall all the programs if you restart your computer, unless if you are installing something while the restart button is pushed.
Restarting a computer can be done on many occasions
1.If you install/uninstall something (Not all but some) the computer will ask you to restart so that it can update registry/cleanup the directory.
2.If your computer crashes and it doesn't seem to work, you need to restart.
These are the two main occassions.

You will not have to re-install anything if you restart.
When you use Windows - which you probably do, it suffers from 'memory leaks' which, in short, reduce the ability of your computer to work well - the longer you leave it on, chances are the more memory is leaked. There are also several little problems that certain applications will cause over time. Restarting your computer will fix all those little problems.
You should restart your computer at least once a week IMHO.

No, you retain all your programs that you have loaded up.
Restarting for example is used, cuz you just loaded up a program and then it tells you to restart. What this does is integrates the program into your computer.
Sometimes your computer "locks up" due to insufficient memory. Instead of waiting the 15 minutes or so for your program to finish, you can just restart and start over again with whatever you are doing.
I leave my computer on all the times. But if ever you are in a room with HIGH room temperatures, I would shut it off.
But restarting does not hurt anything.

No you don't have to re-install all your programs when you re-start. Its just like shutting down your computer. The only difference is that when you shutdown your computer you have to manually start it again. However, when you do a re-start the computer shuts down and starts again on its own, without you having start it.
Now why do we need to re-start, well there are several reasons we need a re-start but the most common reason is, when you have just installed a new program it makes some changes in your computer system. But for these changes take affect only after you shutdown the computer and start again. Some times you need to do this several time (if you are installing many program). So in order to save you the effort of starting your computer again and again, the program re-starts the system on its own or asks you to do so.
Hope this solved some of your doubt.

Think of restarting your computer like taking a nap. You shut down temporarily so that you can 'reboot' your system and get more energy. The same thing happens in a computer- you may reboot it when it starts to run really slow, when it's been on a while, when you install new software or hardware, etc.

some down loads require u to shut down . to upload the new program. shutting down is not a problem . its OK to do so you should make sure all files and windows r closed 1st .

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
