Why have no movies been made based on Patricia Cornwell novels?

Patricia Cornwell is one of my favorite authors. Kay Scarpetta is a great character. The early novels are the best PostMortem, All that Remains, From Potter's Field etc. I imagine someone like Annette Benning or Diane Lane as Scarpetta and a Dennis Franz type as Moreno.

Chances are as the author/creator of the characters Ms. Cornwell owns exclusive rights and isn't interested in selling them.

Many authors turn down the offers when 'Hollywood' comes to call because a) they don't need or want the money and b) they would have to watch while a team of writers changed their story and characters into something that could be made into a movie - this is often nothing like the original characters and can be disheartening for the authors.

I think that they could be great movies but only if the characters were true to Cornwell's books.
