Absolutely. Bars need to exercise more responsibility in ensuring their patrons' safety. I'm all for it!

They're a bad idea for thtree reasons:
Breathalyzers have to be regularly calibrated and these ones most likely aren't. If the one you blew into is off, it could tell you you're safe to drive. If a cop pulls you over and his breathalyzer says you're drunk, you can't refer to the one in the bar as a defense.
Too many idiots want to see just how drunk they can get. The older bartop breathalyzers would give you a score, rather than a safe, unsafe, borderline reading. These guys would get drunk just to see who can score the highest.
Do you really think anyone in the bar actually cleans that thing. Fine, you're blowing into it, but it's still pretty funky.

No. People will drink up to the limit rather than abstaining at all.
I like drinking but never ever have even a single drink before driving. I can touch-type 60 words a minute and play the piano (not at the same time!) - yet after a drink I can do neither of these at all well, yet still be legal to drive. Basically I refuse to drink in moderation!

They have been around for years. I remember as a kid, I would get a straw full of alcohol, and blow it in. So I think the drawback now would be cross contamination from the person before you.

1.) Alcohol impares judgement...
2.) you are asking somebody with impared judgement to make a guess on if they are "ok" to drive...
So yes I think it is a great idea...
