What is the best way to recycle/compost dog waste?

I have two large dogs and it dosen't seem right to put it in plastic non-biodegradable grocery bags and send it to the dump. I want something non-smelly (as much as possible considering it's poop) that dosen't cost much money.

    I'm not sure of your budget, but there is a thing called "Doggie Dooly" or something like that. It's a little system you put in the ground, and it comes with a mixture you put with it, that degrades the poop and helps it decompose and stuff. I've seen it at Petsmart for about 40-something dollars, and the mix stuff you put with it is like 10 bucks. It goes in the ground.

    What I do though is put my dog's poop in a brown paper bag that I get from the grocery store (I alternate between paper and plastic). It's biodegradeable and stuff.
