Into every life a little rain must fall. It is how we understand the rain. It makes flowers grow.
When something goes wrong a victim will just take it and allow it to depress them. To break out - look at what went wrong and learn.
We are learning animals, that's how comes we successful as a species.

No. I don't consider man a victim at all in the way he sees the world. Why? Because consciously or subconsciously all his experiences, learning, and personal philosophy influence the way he sees the world. Man has a proactive choice deciding how he "sees" the world. This is very true in a free society.
I think man could only be a victim if his power of choice is removed. This would happen if he were a member of a cult or in an abusive relationship.
I don't consider man a victim if his society abides by religious or political views where a man must think and live a certain way. He may never learn about any alternative to what he was taught. But that is unimportant since he must abide by the teachings and laws in order to be a functioning productive member of that society.

I think a better statement would be:
"We are not victims of the World, but are victims of the way we see the World?"
The way you have it, it's a tautology

Hmmmn, I think that we are both. There are circumstances that happen to us no matter how we "see" the world. However, emotionally and more importantly, how we "see" the world could minimize or put in perspective how we view and deal with those circumstances.

I think both are identical since you cannot control the way you see the world.
