Why Google Earth is showing an old sattlite shot map and not up to date?

Because mapping the entire earth takes alot of time and money. From what I have seen, it does update, but much of the map is likely to be old at any given time.

Cost and security are clearly issues. There are no live pictures of the whole Earth - it would require far too many satellites, constant daylight and no clouds ever.
But a bigger issue is that the close up pictures are not, in fact, satellite images at all. They are from aerial flyovers, and these are not carried out often. This is also why they only have cover for population centres.
Satellites would not have the resolution of these close ups.

Great question. It is very old. It makes you wonder what the point of even having it is. But to answer your question, it is just too expensive to keep it current.

If current aerial views were available to the public, it would put our military at risk.
