He can't officially do anything about dead-eye because he was elected. Dead-eye should resign, for a lot of reasons, but will not. Rover will advise him to do nothing about rover and Jr will listen.
Bush will do nothing, because he never has a plan and never thinks for himself. If anything is to be done, it will be done by the news media; at least until it is so obvious that Congress takes on the problem.
