The classic Nurburgring easily in first place, Spa-Franchorchamps and Suzuka certainly up there. Monza is great too!

Mount Panorama, Bathurst in Australia. Remember when the BBC used to show the annual Bathurst 1000 Touring Car race in the 80's utilising some of the early remote controlled in-car camera's actually interviewing drivers mid race!
The section at the top called The Mountain is complex (try it in TOCA race driver)
Followed by the long fast Conrod straight back down.

Spa and Suzuka would rank as my two favorites for watching races (on TV at least, I've never been to either in person, but these tracks represent everything that I think makes a track great). With Mid-Ohio coming in as an honorable mention.
Favorite tracks from one's I've visited: Laguna Seca is one of my favorite spots to spend a day. Circuit Gilles Villeneuve in Montreal comes in second. Sears Point/Infineon gets an honorable mention in this spot.
As for favorite tracks that I've driven... top spot definitely goes to Sears Point/Infineon. Great track and very technical and challenging. Willow Springs gets honorable mention here: there are not many places you can max out in top gear as you can here.

Talladega and Bristol are both fun to watch. I also really like Charlotte and Richmond. The mile-mile 1/2 tracks are my favorite.

From a spectators view it's hard to choose between donnington and silverstone from my personal experience, I have seen some great races at both, on tv however I always love the moncao grand prix and would love to go one day.
