**Newsflash for Katieandlizzie. A cat belongs outside. They stayed outdoors for millions of years until we, the humans turned them into house pets. My cat only stays indoors when the weather is bad.

I hope to God you're "trying" to make a joke.
If your cat stayed inside where it belongs you wouldn't have to worry about where it goes.
You can take your cat to a Vet and have them chipped, so on the chance that they do get outside and someone finds them...that is IF they are found before they get hit by a car, killed by another animal or poisoned by some idiot human...they'll be able to tell by the chip who the cat belongs to.

I also remember seeing an RF one advertised in a Drs. Foster & Smith catalog some time ago, but can't seem to find it now.
I think my primary concern with such a device would be that it's attached to a collar. It's only safe to put a collar on a cat if it has a safety breakaway function so the cat can break free and not be hung from its collar if it gets caught on a fence, tree, or even a piece of furniture. Because of the cost associated with a unit such as you are describing, I couldn't imagine that there would be too many people willing to risk having it get lost if the cat slips it off.
It's an interesting idea...it would be great if the cat's transmitter were tiny enough, and reasonably priced. Even though my cats stay indoors, it would be nice to have a way to find them if they were ever to get out.

How much money do you have? I can just see someone using an electronic gizmo with an antenna and a screen tracking down the cat. Under bushes, over fences, through pipes, running from a dog. Sounds like a comedy.
Easier and healthier for the cat to just keep it inside.
