Don't know who, but you can bet he was working for the Federal Reserve in the US. It;s those two letters, the U superimposed on the S which makes up the $ sign. Here in Australia, we just use one stroke, rather than two. That's probably why our dollar is only worth 80 cents US.

There are all kinds of thought on this. Some say it was from the symbol for the Mexican peso of the 1770s and was shared by trade between the US and Mexico. Who knows there are many possibilities.
