Does the VP of legal affairs have to be an attorney?

This person would be supervising attorneys but would not be an attorney. Is there any requirement that he actually be an attorney? The CEO obviously supervises attorneys in the legal department and he is not an attorney, but is giving this person this title problematic?

There is no legal requirement that the VP of Legal Affairs be an attorney. Customarily this position is filled by an attorney with broad business knowledge. This way he can "translate" the legal challenges the company faces into terms the CEO can understand. Works the same way with the CFO - needs both a broad business and accounting knowledge so he can "translate" the financial details into a form the CEO can understand.

I've seen CTO's (Chief Technology Officers) who haven't a clue how to cut and paste, much less understand all of the technology that they are the nominal supervisor of. And sometimes that's good, sometimes that is bad.

If the VP understands what is required of his department, how to make it run smoothly and be productive.... shouldn't matter if he's a lawyer or not. Obviously it will help if he is, as he can understand their work in more depth. But I would say that it's not entirely necessary. A VP needs to ensure smooth running, not necessarily be the warm body that steps in when someone calls in sick.
