What is the correct usage: Human Resource Department or Human Resources Deparment?

No 'it depends' answer. Please explain how the two are used interchangeablly sometimes simultaneously like in the case of Human Resources Department maintains records on Human Resource Administration.....(I usually use Human Resource but I have some doubts. Heeelllppp!!!

    Resources.

    Any business big enough to have such a department has more than one Resource - the people employed are the resources.

    The two are not interchangeable. In the example you give, 'Human Resource' is being used as an adjective, modifying 'Administration". That usage is correct since it's talking about Administration of the policies, practices, etc. as applied to each individual employee.
