Most states have put special rules in effect for active military. Your best source of information would be your CO.
I'm not going to list the rules for all 50 states, but here is a sample, your state is probably similar.
SC, "If a person's license expires and he is unable to renew it before its expiration date because he is on active military duty outside this State for a continuous period of at least thirty days immediately before the expiration date or because he is the spouse or dependent living for a continuous period of at least thirty days immediately before the expiration date with a person on active military duty outside this State, within sixty days after returning to this State, the person may renew his license in the manner permitted by this section as though the license had not expired. The department may require proof from the person that he qualifies for renewal of his license under this paragraph. Upon request, the person shall provide the department with a copy of his military service record, a document of his branch of military service showing the date of active military duty outside the State, or other evidence presented by the person showing the dates of service."
NY state: "Automatic Military Extension: A valid NYS driver license is automatically extended when you are on active military duty. Your driver license does not expire and is extended during your active service. Your driver license is also extended for a maximum of six months after your discharge from military service. Complete form MV-75 (Military Service Notification) to inform the DMV to update your driver record. The DMV will keep your driver record after the expiration date of your driver license."
WI "Under Wisconsin Statutes 343.05(4)(a)(1), any license issued to a person on active military duty does not expire. Your license will expire 30 days after you return to Wisconsin or 90 days after discharge from active duty, whichever is earlier.
You can either renew your driver license through the mail or have the DMV put a notation on your driving record to extend your license expiration date until you are no longer on active duty or return to Wisconsin."

Dont worry! Your drivers' licenses are valid for 30 days after returning from overseas. Just keep a copy of his PCS orders with you until you can get to the DMV.
