In no particular order:
1. James Buchanan
2. William Harrison
3. Andrew Johnson
4. Richard Nixon
5. Warren Harding
In 20+ years, George W. might have a solid place down here as well.

Whatever our opinion is, the electorate , of the time, had to live with each one's policies so let them decide,
A. Jackson has my vote: As near a tyrant that, save certain people, as could be tolerated.
The impeachment parade.
R. Nixon resigned before he could be impeached.
A. Johnson escaped impeachment by a single vote.
A. Jackson finished term before he could be impeached and the record was ex sponged.
T. Roosevelt also finished his term and is the only U.S. President with an impeachment proceeding remaining in the record.
Andrew Jackson must go on record as having the most bullets in him and the only U.S. President to flaunt the findings U.S. Supreme Court.
