The man at the end of the movie with the eye patch was not Le Chiffre (blood leaking eye man as you charmingly put it :)), he was another character caleld Gettler. Le Chiffre did actually die when he was shot by Mr White after torturing Bond. Gettler is an associate of Mr White (and his organisation), and is part of the group that blackmailed Vesper to bring them the money, and threatening her with the death of her partner.
