Is govt. really responsible?

Daily in india,we come cross to so many complexities related to public works like recently a boy fall in open sewage pipe or other problems.Tell me is really govt. responsible for it or we are unable to perform our civic duties like taking care of our public properties(parks,rivers,lakes),filing complaint against open sewage in above case?

Update:

is it fair to blame govt. only for such condition?

    Perhaps you could form a volunteer civic duty organization that would seek to bridge the gap between government public works and the community. You could help point out areas to the government that especially need work, and you could be there on site to lend a hand during situation like the boy falling into the open sewage pipe.
