What is the definition of a minor?
I need a penal code or something, For California. Where "Minor" is defined.

For most purposes, "A minor is an individual who is under 18 years of age." (Family Code section 6500.) However, this definition does not apply to voting age; sale, purchase, or consumption of alcohol; commitments for criminal activity; or veteran's benefits. (Rogers v. Alvas (1984) 160 Cal.App.3d 997.)
However, there are lots of laws which are made applicable based upon age, without reference to whether the person is a minor or not. For example, Penal Code section 26 says that people under 14 are presumptively not capable of commiting a crime (but a person 14 or over is still a minor). So before you make a decision based upon whether a person is a minor, make sure that the relevant law is based upon minority or some other age definition.

CA penal code 26 subsection 1 defines a minor as under the age of 14 for the purposes of prosecuting for crimes.
For CA the age of consent in reguards to sexual relationships is 18 CA penal code 261.5, HOWEVER there are a ton of exception in reguards to age difference and over 21 or over 18 and 2 years difference and over..

I'll just assume that's why you're asking unless you give more details about what you need. The age can not only vary from state to state but also depends on what is before the court, i.e. sexual abuse, filing for emmancipation, etc...
