What do you have to do to use footage from TV news broadcasts in a documentary? Is it in the public domain? How does Fair Use apply? Any info would be great. Please source if you can.

No, it's not in the public domain, and you must get permission from the copyright holder to use it. Depending on how you use it (and it would have to be a very short clip) there might be a Fair Use exception, but I wouldn't take the chance.
