I am from Canada. Often, especially in circumstances such as murder or manslaughter, the young offender is held until they turn 17 and then the court tries them as adults so that they are given the maximum sentence they deserve. Frequently though, some do slip through the system and get away with three years served in a juvenile detention centre.

I am from Singapore. If I remember correctly, kids under 18 will not be jailed but sent to correction home where they are suppose to stay there for a period of time learning a skill and studying. It's something like a prison. But if it happens to be murder, the judge may pass sentence differently. Of course, older than that and they are charged in court just like any other adults.

I'm from the Philippines, bullying is not rampant in the Philippines compared to the US. but petty fights between students are being settled in the schools by the principal or head teachers, while in the community the barangay captain tries to resolve the conflicts, but basically its the parent who talk to their children and discipline them, who taught them whats right from wrong, and to choose whats right

I live in the U.S. and the crappy judicial system gets to them first, but we'd love to beat up their parents. That's where they learned it from anyways.
Show the kids that hurting people isn't fun, and should only be done in self defense. In this case, self defense being teaching people a lesson to not repeat it in our society later.

US would probibly put the 9 year old into something crappy like the ranch or anger management and say oh it was just a kid he didn't realise what he was doing.
What's going to happen to ther 9 year old if they find him in your country?
