At your age Seattle is the much better choice for nightlife. Bellevue is an older crowd that spends a ton of money. Seattle has plenty of variety in nightclubs; grunge, rock, alternative, blues, jazz, etc.
Rent in Seattle downtown and Bellevue is expensive. For a nice apartment (2 bedroom) expect to pay about $1300 in Seattle and $1200 in Bellevue.

In Seattle a two bedroom apt would cost around 1,000 dollars a month give or take one hundred dollars. In Bellevue one could estimate about 850 a month. It is very expensive to live here. I would recommend Seattle if you want to go out every once in a while, although bellevue is starting to get bigger and better than seattle. It depends on how long you are planning on staying in the city. If you are planning on staying a couple years I would say Bellevue, if not as long Seattle. Hope this helps!

In Bellevue, an average 2-bedroom apt will run you about $1000 a month. For a better nightlife, I would recommend Kirkland. Downtown Kirkland has a lot of clubs/bars that lots of young people go to. And Kirkland is just north of Bellevue.

I am 20 and Seattle would be better for nightlife. although there is not much club wise if you are under 21...trust me. 131 by Seattle Center on saturday nights is the most popular place to go for under 21 it is hip-hop and R&B.
as for living, Bellvue and Seattle are more expensive, if commuting is an option try something in Renton you can find a one bedroom for probably about $600. and a 2 bedroom for about $700. just look around. Rent.com or apartments.com is a good site.
good luck :-)
