How do I stabilize the silt in my pond?

I have a twenty year old 12 acre watershed that is silted in pretty bad. If the water level drops a foot, the shoreline moves about 50'. I have tried planting cattails and Reed's canary grass, but due to water level fluctuations they either die of dehydration or flood before they can get established.

    The USDA and NRCS have several pamplets and articles, many down to the state level.
