What happens when a batter foul tips a 3rd strike in to the catcher's mitt and a runner is attempting a steal?

Does the runner have to return to the base or is it considered a swing and a miss so the runner can still attempt a steal?

    From the MLB official rules:

Rule 7.08(d) Comment: Runners need not “tag up” on a foul tip. They may steal on a foul tip. If a so-called tip is not caught, it becomes an ordinary foul. Runners then return to their bases.

A foul tip into the catcher's glove on the third strike is a strike out. So, the runner may advance at his own risk. There is no tagging up required.

it would be consider like a strike out. the runner does not have to tag up and could be thrown out at second or steal the base

    Ball is still in play.

    Catcher needs to throw out

runner, unless that foul tip strike

    was the third out.

The ball stays live so the catcher better throw him out attmepting to steal.

The batter's out and the catcher has to throw the baserunner out, its like it wasn't tipped

The runner has to return to the base, because it is considered a foul ball.

He would be out and the other runners can just run.
